I Can't Rank- up quest 2nd

hi GM!
I have trouble meeting skill master. I cant' rank -up quest 2nd although had enough 3 Vamp sheltoms. I also can not use CTRL + O because is in the quest. GM can fix this error or reset skill char for me? ...tks GM!

You dont use the CTRL + O its not O its 0 from numpad like 0 1 2 3 , and dont use it when you have quest on
use it before without quest

Sorry but this error with the quest is unfixable. . . .
While its still early delete ur old char (Bugged) then create a new one. . .
Note:
Don't do any rank up quests. . . Just press Ctrl + 0
