This is a problem

I am very familiar as to how the client connects to the server
what I found was a big mess when I looked at the client
I was wondering why I could not connect and here is what I found

In the game exe is this ip addy 200.35.147.176
in the Idata file is this IP 216.18.20.12
in RGX file is this IP 124.226.173.3

this wont work, the game exe, Idata file, and RGX file must point to the same IP addy
and hopefully its the one in your server Hotuk. With this configuration nobody can connect.

One more thing...your RaR files have some corruption, also telling players to use 127.0.0.1 is not a good idea
that works as a local loop good addy for testing the game and server
